TENDER NAME: Tender for Supply, Delivery, Installation, Customization, Commissioning and Equipping of a Commodities Exchange Trading Technology Suite with Operations and Maintenance Support for SDT and KOMEX
The Kenya National Multi Commodities Exchange Limited (KOMEX) is a financial Corporation established as a Private Company limited by Shares under the Companies Act, 2015, Laws of Kenya with the National Treasury and the Nairobi Securities Exchange PLC (NSE) as founding shareholders. Executive Order No. 1 of 2023 placed KOMEX under the State Department for Trade, Ministry of Investments, Trade and Industry.
KOMEX is mandated to develop, manage and operate an Online Multi-Commodities Exchange Trading Platform and a supporting Eco-system to enable and facilitate structured trading in asset backed securitised multi-commodities under the Warehouse Receipt System. KOMEX is regulated under the Capital Markets Act Cap 485A of 2019 and the Capital Markets (Commodity Markets) Regulations, 2020. The key objective of the KOMEX Project is to provide regulated access to structured trading of multi-commodities, market information, domestic and international markets, trade finance and trade support services for Sector Regulators and Value Chain Actors (farmers/producers, aggregators, traders, consumers and processors).
SDT and KOMEX invite interested eligible candidates to view and download a complete set of tender documents free of charge from the KOMEX website www.komex.co.ke or State Department for Trade website www.trade.go.ke or Public Procurement Information Portal www.tenders.go.ke
All tenderers shall chronologically serialize all pages of the tender documents submitted including any attachments. Prices quoted should be inclusive of all taxes and must be in Kenya Shillings and should remain valid for 120 days after date of tender opening.
Two sets of completed tender documents and supporting documentation are to be enclosed in plain sealed envelopes, clearly marked as “Original” and “Copy” respectively quoting tender name and number on outer cover and addressed to the Chief Executive Officer, Kenya National Multi Commodities Exchange Limited, 1st Floor, KIBT Complex, Ojijo Road, Parklands, P.O. Box 30430-00100, Nairobi – Kenya, and be dropped in the tender box on the 2nd Floor of the building on or before Thursday 16th November 2023, 11.00 am EAT. In addition, tenderers shall submit an electronic copy of the physically submitted bid on email to komexkenya2019@gmail.co.ke by the submission deadline.
Tenders will be opened immediately thereafter at the 4th floor conference room in the presence of the tenderers or their representatives who choose to attend.
Any addendums or clarifications in respect to this tender shall be posted on website www.komex.co.ke and website www.trade.go.ke and www.tenders.go.ke. Bidders are advised to regularly check the websites during the bidding period. Addendum Notice No. 1: Interested bidders are notified of the issuance of Addendum No. 1 on 1st November 2023 bearing the amended Tender Specifications and Bidding Document (Addendum No. 1). All interested bidders are by this notice, instructed to ignore the previous posted Bidding Document and use this Bidding Document for submission of their Bids.

Addendum Notice No. 2(a): Interested bidders are notified of the issuance of Addendum No. 2(a) on 8th November 2023 bearing Form 7.2(a) Confidential Business Questionnaire Form (Revised). All interested bidders are by this notice, instructed to ignore Form 7.2 Confidential Business Questionnaire Form as part of the Tender Specifications and Bidding Document and to use this revised Form for submission of their Bids. Note 2(a): This addendum introduces revisions to the Confidential Business Questionnaire Form to create space for writing as well as provisions for the date, signature, and stamp.
Addendum Notice No. 2(b): Interested bidders are notified of the issuance of Addendum No. 2(b) on 8th November 2023 introducing Form 7.2(b) Tender Questionnaire Form. All interested bidders are by this notice, instructed to include and use this Form for submission of their Bids. Note 2(b): This addendum introduces the Tender Questionnaire Form which was omitted.
Addendum Notice No. 2(c): Interested bidders are notified of the issuance of Addendum No. 2(c) on 8th November 2023 bearing Section VII STANDARD FORMS (REVISED), Notes on Standard Forms. All interested bidders are by this notice, instructed to use the revised instructions for submission of their Bids. Note 2(c): This addendum introduces revisions to the “Notes on Standard Forms” included under Section VII to provide revised explanations to the tenderer under Note No. 5 for purposes of completing and submitting Addendum No. 2(a) and Addendum No. 2(b).
